Amtrak had no clue about this, I went to Trainorders and found this; here is a copy/paste of the entire Trainorders post:
Borg is replacing track in and around Tunnels over Cuesta Pass. As a result the Coast Starlight will be detouring on several days in October, then again in November on to be determined days.
October 24, Tunnel #8, MP 237.22 October 26, Tunnel #9, MP 237.47 October 29, Tunnel #11, MP 242.51
On each work date, #14, northbound Starlight will detour between Los Angeles and Sacramento. It will miss all stops in between. The southbound Starlight #11 will also detour and miss all stops. The dates shown below are the dates the train will be passing over Tehachapi. Origin dates for #11 out of Seattle will be one day earlier.
Detour Dates for #11: October 24, 26, 29 Detour Dates for #14: October 24, 26, 29
There will be no replacement buses, though passengers can use the existing network of California thruway buses.
Operation Specifics: Northbound, trains will depart Los Angeles and operate on Metrolink and up the Valley line to CP Harold where the train will proceed on Borg trackage over Tehachapi. The train will reverse at Elvas and back into Sacramento. Southbound trains will do the same reverse.
While the detour in June utilized the Bakersfield station, these trains will not utilize the San Joaquin Route and will bypass the Bakersfield Amtrak station. BNSF will not accommodate the extra trains account of congestion on their line. As a result these trains will utilize the considerably slower Borg Valley line along Highway 99. There will probably be five more detours in November and there is a distant possibility that a backup move might be made then to accommodate servicing Bakersfield.
Tentative Schedule:
#14 Northbound Los Angeles DP 10:15 am Bakersfield UP AR 3:15pm (crew change only – No Passengers on or off) Bakersfield UP DP 3:30pm (no passengers on or off) Sacramento AR 9:30pm (hold for 11:59pm departure)
#11 Southbound Sacramento DP 6:35am Bakersfield UP AR 12:35pm (crew change only – no passengers on or off) Bakersfield UP DP 12:40pm (no passengers on or off) Los Angeles AR 6:10pm

On October 24, 26 and 29, the Borg Railroad will be replacing track panels in tunnels between Paso Robles, CA and San Luis Obispo, CA. The following trains will detour between Sacramento and Los Angeles via the San Joaquin Valley and Tehachapi Pass, missing all stops between Sacramento and Los Angeles. They will not stop at Bakersfield because the detour this time does not go through the Bakersfield station. Because the route is faster, train 11 will arrive Los Angeles at 6:15p; train 14 will depart Los Angeles on time and hold for time at Sacramento. 11(23Oct), 11(25Oct), 11(28Oct); 14(24Oct), 14(26Oct), 14(29Oct) No buses are being provided for missed stops (Van Nuys, Simi, Oxnard, Santa Barbara, San Luis Obispo, Paso Robles, Salinas, San Jose, Oakland, Emeryville, Martinez, Davis), but there is extensive Pacific Surfliner, San Joaquin, Capitol Corridor, and coastal bus service that passengers may use, including for connections at Sacramento from train 11 and to train 14. I was reading my post above and all of sudden I saw AMTRAK using the term Borg and had a good old fashioned full on core breach melt down...I thought they had copied the post from Trainorders until I investigated a tad further; then I returned here and began my testing.
